All that can presently (June 2020) be gleaned about William H. Penn from sheet music covers and by Internet searching is that he has 35 works published between 1894 and 1926.
Of music hall interest is his The Honeysuckle and the Bee (1901) words by Alb. H. Fitz and published by Sol Bloom, New York & Chicago, USA. The copy in my possession features Margaret Lee as having been sung with great success. The song is also listed in 60 Old-Time Variety Songs and which features Ellaline Terriss.
Of ragtime interest is Maurice Rag (1912) published by Penn Musical Publishing Co., Reading, Pennsylvania, USA.
