According to the Internet source given below, Arthur Charles Cohen was an American musician, born in Germany and emigrated to USA in 1892.
A piano teacher and self-employed musician, it is possible that five of his works were published between 1932 and 1936. G. Schirmer published some of the works under the pseudonym of Charles Kingsford.
He died in Philadelphia.
