According to the Internet source given below, Louis Alter was an American pianist, songwriter and composer born in Haverhill, Massachusetts.
When 13 he began playing piano in theaters showing silent films. He studied at the New England Conservatory of Music under Stuart Mason. Initially he played in vaudeville houses as an accompanist for top billings such as Nora Bayes touring the United States and abroad.. His best known composition is probably Manhattan Serenade (1929).
