According to the Internet source given below, H. Franklin "Baby" Seals was an American vaudeville performer, songwriter and pianist born in Mobile, Alabama.
IHe is remembered for his Baby Seals' Blues (1912), published by Seals & Fisher, St. Louis, Missouri, USA, which was one of the first published blues compositions, predating William C. Handy's The Memphis Blues by several months.
He died in Anniston, Alabama,
