According to the Internet source given below, François de Chancy was a French composer and lutenist. He took part in ballets de cour, composed songs for one to four voices (usually with lute) and wrote collections of dances and suites for mandora (1629) and lute (1631). He was highly regarded by Marin Mersenne.
